In 2023, SCETA conducted a multi-sector needs assessment (MSNA) on behalf of the Syria Community Consortium (SCC), a group comprising the Danish Refugee Council (DRC), International Medical Corps UK (IMC UK), the Norwegian Refugee Council (NRC), and Oxfam GB.

SCETA led the development of a robust, evidence-based analysis to inform a solutions-oriented Resilience Programme Framework (RPF). The framework was grounded in empirical data and designed to reflect the evolving realities of communities on the ground.

Fieldwork was carried out in the districts of Duma (Rural Damascus) and Jabel Saman (Aleppo), combining household surveys, focus group discussions (FGDs), and key informant interviews (KIIs). Being present in the field was essential to fully understand the local context, identify key actors, and map needs, capacities, and available resources.

The assessment framework was co-designed by all SCC partners, who contributed their technical expertise across sectors. In addition to primary data collection, the team drew on existing secondary sources and desk reviews that had been systematically compiled over the years by consortium members.

Each partner took the lead on primary data collection in specific geographic areas, depending on access permissions and operational capacity. This strategic division of labor ensured shared ownership of the process and optimized the use of resources across the consortium.
